It still adds up to higher premiums & lower limits. Depending on the actuall losses sustained in the past we have no idea if this is fair or not. If the Jockey has his own insurance & the Racetrack coveres the employees that are there to care take the animals, then all will be well... The Jockey just has to charge more for his/her services! Don't we all!
