True, celebration is in order but Empirical data is based on the law of large numbers. In simplistic terms, it is a probability measure of a string of events. No one string is going to produce the same number of events, so they are statistically compared to arrive at a probability that makes a statement, for example the statement may be that knee injuries have a greater probability of frequency than ankle injuries. Therefore, the actuaries use this information to base rates.
