Hands free requirements are probably smart. But removing cell phone use completely is a pipe dream, and unnecessary, unless you're also going to outlaw eating, talking to others in the vehicle, putting on makeup, or the other sins we all know are already out there.

But the big joke of this law?... a $20 fine? I have such a great picture in my head of some kid tossing a twenty to the cop without even a pause in his conversation.

If this is really a big factor to the accidents, and the cost (lives and money) is so great, then make the fine $500, and put 80% of it (after court costs) into teenage driving education. You are NOT going to get ANY attention from a Los Angeles teenager about a $20 cell phone fine! Heck, they pay more than that each month for their text messages!
