A parent that smokes in their car with their kids in the car is creating long term health problems that we have to pay for as the child becomes an adult. I know this, because my parents smoked when I was a child. I have never smoked and my lungs look like an ex-smoker. Smokers don't always realize how very bad second hand smoke is. Responsible, caring parents don't always realize the harm they are doing their children, because it is not visible with out medical scans.
Most parents I know, including myself, already intend on having their children in booster seats until they can sit in the car comfortably with the belt in a safe position on their bodies. Age has nothing to do with it, height and weight are the only true factors. Responsible parents don't need a law to see that their 7 or 8 year old is just not big enough to sit in the car with out a seat belt.
