Okay... It won't be 100% but why don't these people use the products that are available to them when they know that they are in target areas... or even if they aren't? Too cheap? Should insurance carriers require reconstruction be protected with newest up to date available technology?

Not like it's new...

I no longer live in an unincorporated area so don't have to "worry" so much but if I was even remotely subject - I'd be darn sure I did everything I could to give me the best chance in a situation like this
