With 24 years in business – impeccable safety record (the reason they were chosen to be the Fiestas official ride operator) it is certain that the balloon operator did not intentionally cause the "accident" however the circumstances which lead to the outcome was within their direct control
Check out their website http://www.rainbowryders.com/safety.html
"Flights decisions are based on current weather forecasts by the FAA and National Weather Service. Our experienced pilots use their years of knowledge to interpret and read the weather at flight time. No matter what the inconvenience or loss of revenue to the company we will not fly if our equipment or skills tell us not to."
This incident is not the exception – balloons are dangerous – they're in the news all the time – at 60 years old, regardless of how "thrilling" it might be – I know I wouldn't have taken the chance. And no, I don't jump out of airplanes nor do I find plummeting to earth on the end of a rubber band is exciting either (but hey… I'm still here) I am personally responsible for my decisions as well…
