Subject: Don't worry about it...
Although the responsible people in N Cali get to vote the same as everyone else, there's a whole lot more of people in the major cities then there are in the rest of the state. To pass anything in Cali you don't worry about wine country, you look at the 5 largest cities (San Fran, LA, San Diego, San Jose - plus 1 more for good measure, you pick).
We're talking about some of the most liberal cities in the US, over-run with illegals (oh wait, undocumented workers) with really good PR, and suckers who'll vote to protect the rights of the poor, downtrodden, and imigrant population. They have it so hard already, no one's going to vote to make it more difficult on those masses.
This is just the Insurance Commissioner trying to justify his pay with a vote he knows is dead before he even wrote a speach to announce it.
