California would not be the only state to do this. As I recall New York does this (or used to). It was effective, the police remove your license plate and send you the bill for the "service".

California has the Low Cost Insurance program that is designed to help the lower income people get insurance. Unfortunately the poor aren't buying into it. So there are a lot of uninsured, especially in the big cities.

It will be interesting to watch the battle ensue.
