They have done that in Maryland for a long time. My wife was recently hit by a guy driving someone else's car, no license, no insurance and the registered owner said the guy driving had bought the car from him several months prior.

He should have gone to jail. Nope. Ticket, no severe penalty and my wife has a permanent disability without recourse. Welcome to California.
