Most foreign nationals don't need a driver's license from any US state, as long as they have a valid driver's license from their home country. The problem is that, unlike in most other countries, a US driver's license is used as an identity card. Undocumented immigrants aren't trying to comply with insurance laws or even driving laws: they want a valid ID - that they can then use to get a phone, utilities, and maybe even a voter registration card. :-)
