They may be out the money either way - subject to deductibles - but it's fraud either way. He lied about the cause of the loss - and that's fraud no matter how you slice it. The carrier lost valuable investigation time which could cost them more. Whather they're out the money or not is not the issue - the fraud is and I applaud them for taking the action that they have.
