Or discounts for those who do actually report what they drive and are under the 'average'. We should all be trying to match exposure and premium as closely as we can to have equality. Why should I pay a 'loaded' rate to compensate for all the schmucks who report that they drive 12,000 miles/yr but actually have the exposure of 30,000?

The point is this cuts both ways but the consumer protectionists seem to be championinig the rights of the liars.
