Methinks, Cartman, that the pedicab was supplied with brakes, otherwise he would have difficulty stopping under any means. The problem here is that the brakes he had were most likely the same brakes that all pedicab drivers operate with - the standard brakes supplied with the bicylce. These brakes are not sufficient to stop the bicycle when being pushed down a steep grade with the weight of three fully grown people.

Either they need specific routes they are not do deviate from to avoid these hills or they need sufficient brake power to handle the hill. Or both.
