California politicians waste billions of dollars each year. Why should they be able to acquire any additional money (i.e.- policy surcharges) until they spend what they have correctly. If you believe that the surcharge they collect will be spent on Firefighting, then I have a bridge in Brooklyn I would like to sell you.

Additionally, those who decide to live in high fire danger areas should have to pay extra for it. Also, if you don't let an area burn occasionally, you're just setting up a potential mega fire because it's going to burn sometime. The longer it goes un-burnt the more fuel (i.e. - decaying trees and plants) build up.
