I don't think that you can fairly categorize that all houses would fall in the $2.5 mm range. Of course I don't live there (unfortunately!) :) but I have been there once and depending on where the damage has hit - there are pleanty of homes that don't even come close to that. Not sure though what side of the fence I fall on as far as federal aid is concerned though.......
