I understand compliance with labor laws, but at what point do such laws become too burdensome for small businesses like this? Isn't it better to have people (willingly) working rather than not working? Of course, the issue is the lack of tax documentation. But such a heavy fine destroys the businesses, rather than correcting the infraction (thus hurting the employees in the process).
