Arcadia and the surrounding area have a heavy asian (Chinese) population. Chinese believe in the use of massage for health maintenance.

So do not automatically assume that these massage business are prostitution fronts.

I have previously and recently used such establishments. In the case of the ones that I have used there are no private rooms. The massages are conducted on what look like lazy boy type chairs that convert to a flat surface much like the traditional massage table. There can be as many as 10-20 of these chairs in a large room.

Additionally you are fully clothed at all times. Most of the staff speak Chinese and not much english.

If these are indeed Chinese establishments it is a true violation of the labor and wc regulations that were targeted and not a "work around" towards prostitution.
