Thank-you for the enlightening comments, User. The article makes more sense now, but still brings to mind my original question: Wouldn't it be more productive to levy a small fine and enable the facilities to stay in business, rather than such a punitive fine? If the businesses designated the workers as "contractors", could this have been used as a woraround? Or maybe like how some beauty shops work, buy "renting" out a space to the beaticians, who charge for their services on their own?

I'm discouraged when small businesses are shut down, without regard to the workers involved. Most people in this country work for small establishments, and they are the lifeblood of the economy in many ways.
