Let's decide 30 years after coverage that was written (before the EPA was created, 1n 1980) has expired, what the intent of the (in many cases no longer existent)parties was.
Consequently, the respective Guarantee Funds at interest will divert resources from policyholders of insolvent carriers to balance government deficits, not to prevent or clean up pollution.
