Given the dates of the pollution events, we are probably looking at the 1973 ISO forms or perhaps manuscript forms, so this ruling is based on obsolete policy language.
There have been some significant changes in the forms since that time to make it clear that such an interpretation is not the intent of the insurers. Though, as usual, what it means is always a puzzle to be solved by those high priests of interpretation, the lawyers and judges.
