Every year those two breeds top the list of animals that kill, maul, and maime. There is no plausible reason to harbor them in a populated area. "the first bite is free" mentality is absurd. These animals are brutish, they scare the crap out of people, and you never know when they'll snap. When they do, somebody's life is dramtically changed or ended. The public shouldn't be required to put up with that probability. We're not talking a "bite" in the traditional sense. Any dog can bite. What makes these two beasts more dangerous is a repressed genetic propensity to attack, maul, and kill.
