Interesting extension, AZ.

Subways are tough to install seatbelts in because so many riders stand. But commuter trains do have standees, as do buses, and how do you limit the exposure for these folks?

Do you not take standing customers, forcing would-be riders to wait for the next transport? I lived in Brooklyn years ago and at my stop, you couldn't get into, much less get a seat, until real close to 9AM.

Do you charge a lower fare for standees if you cannot provide the same degree of care as done for seated riders?

Maybe stack them up on the overhead racks?

Do you provide child safety seats for minors?

Charge for extensions for heavyweight riders? Or make them buy two seats if they are wider than the one seat?

Do you have safety demonstrations like on an airliner (minus the flotation device demo)?

At what point does prudent become stupid? ERM says when the point of diminishing returns ocurs. Engineer out the obvious, and wait for the un-obvious exposure to become clear.
