This is nice - but as stated it is a recommendation it does not mean the carriers will not raise rates. Employers Direct has stated it will raise rates over 30% and ceasing writing new business, Zenith, Berkshire State Fund have all decided to raise rates too. Did they, will they? Is this fluffy talk? Proof is in the results of issued quotes and renewals.
