TN long haul trucker, sort of new venture

Have a trucking prospect in our office, and currently their business entity is an individual dba. The owner was in business over 10 years and we have 5 year loss runs with only 1 accident, everything in that respect is good, but the owner retired and hired a driver. He is passing the business on to his daughter, who is going to form a corporation and keep that truck and that driver. I've approached a couple of wholesalers who have access to CCIC, Occidental and a couple of others; they've declined on the basis of it being a new venture when she takes over, and also because she is not a CDL driver.

We are not a trucking specialist agency, so we don't have access to any truck markets that don't distribute through brokers; and I have no trucking volume to promise to any such markets, so, does anyone have any ideas on a market that I could access through a wholesale broker that might take a so-called "new venture" like this? Most likely if I can't think of anything soon, I'll just refer them on to another local agent that does specialize in trucking and has some direct contracts that I can't get without volume.

Summary : 1 Truck, long haul, have IFTAs and everything, vehicle inspection # is slightly high but nothing major, just can't get past the combination of technical new venture and daughter/new owner is not a CDL driver. The employed driver has 20 years experience and a clean MVR, so no issue there.
