Swett & Crawford has a good transportation division. They have most of the markets you listed, but not sure if they have contracts for CA due to the unique nature of transportation risks there.
Great West will only contract directly.
Good luck! The trucking marketplace is crazy right now. There are so many companies buying bad/high-risk trucking business - in the Midwest, we're seeing insane pricing strategies. It can't last, unless companies want to go down the Lincoln General path.

I don't do a whole lot of trucking... but I do have three fairly good sized fleets (25-40 units) placed through Deep South.
