PIA Management Services Inc. has promoted Matthew F. Guilbault to director of government and industry affairs. He will have the primary responsibility for all government relations and insurance industry liaison programs for the four-state Professional Insurance Agents associations in Connecticut, New Hampshire, New Jersey and New York state.
Guilbault joined the organization last year as government affairs counsel, responsible for managing public affairs agendas in multiple states, tracking law developments and acting as a legislative contact for members. In his new position, he will be responsible for the establishment of legislative objectives and implementation strategies. Guilbault takes on the role held by Ellen Kiehl, who now serves as PIA’s senior research analyst.
Prior to PIA, Guilbault was principal of MF Guilbault Government Affairs, a lobbying and public relations firm in Averill Park, N.Y. He has also been employed as assistant director of state public policy and legislative manager for the National Federation of Independent Business, Albany, N.Y. and executive director for the New York Medical Equipment Providers Association, Albany, N.Y.
