    Pardon the ask, but why does advanced planning have to happen on the federal side? Wouldn’t it be smarter and more effective if local municipalities, county and state governments did their own planning, and determine what proactive measures should and could be taken to minimize the risk?

    If the problem is falling trees knocking out local power, some areas are being proactive about advanced trimming, but the costs do add up. Same for the cost of burying transmission lines so that the impact is minimized.

    Fed handouts will only be reactive after a disaster. Proactive measures start at home.

    I heard here in CT that the local utility was using paper maps to figure out what was out and that direction/coordination was rudimentary. Sounds like they aren’t automated at all! There is no sophisticated electronic mapping of outages. With all the available technology that is mind boggling and costly to all of those customers that have to suffer because the utility(ies) aren’t planning in advance for high tech outage management.
