It’s pretty obvious that there are many drivers who just don’t care enough about the safety of others. Personal convenience above all else is their ruling guideline. At least until one of their own family members is killed or maimed, and even that might not be enough to effect any lasting change in (driving) habits.
Simple fix — exclude insurance coverage for any accident that occurs when the driver is texting. When people have to pay out of their pocket when bad things happen, they tend to try to avoid bad things happening. Whey they don’t have to pay, they don’t have to care.
