MTA’s Captive Insurer FMTAC Comments on Coverages for Train Derailment

    It seems that the Risk Management was not in charge of safety and was more involve in running the captive insurer. Their loss ratio also seems to indicate that they were not keeping track of their losses during the years.

    What exactly was Risk Management doing?
