How about implementing overpasses and underpass for busy and dangerous intersections to reduce potential vehicular contact with pedestrians. The overpass and underpass can be leased to advertisement agencies to lease their billboards or flat screen billboards to generate revenues and maintain their sites. Many metropolitan cities around the world has been utilizing these ideas for decades for their subway real estate, street overpasses & underpasses. It is the governmental red tape that stops these ideas from being implemented. Why reinvent the wheel when other has been using it for years? Maybe they’re too proud to copy ideas from others?
I’m not one to critique improved safety measures, but as the article puts it, “286 people were killed in traffic accidents in New York City, nearly as many as those who were homicide victims.” At the rate we’re going in 2014, the gap of traffic and homicide victims will be larger, especially since Vision Zero transferred many police officers into the ticket blitz, and the shootings have been innumerable. Oh, and di Blasio is the original anti-Stop-and-Frisker. Liberal policymakers will enforce the law on law-abiding drivers and gun owners, not on criminals.
Personal observation when I visited Manhattan, pedestrians jay walk, cross against the light and just make assumptions that cars will stop. I don’t live there and maybe it was just my experience while I was there for a week. I remember thinking that it was surprising that there are not more accident (injury/deaths) in the city.

That isn’t a vehicular/driver issue, though. In some areas, jaywalkers are ticketed.
