I don’t see the word ‘term’. Would you please say where it is?

I believe it said “third year” not term, although I don’t know how how long a term is—

Oh good, a new government department. That’ll help. If the governor wants to “create a climate that allows the insurance and financial services industries to thrive” and also benefit consumers, then he should abolish the existing bureaucracy and require companies to compete by pleasing customers instead of having to suck up to tax-feeding “public servants.” How pathetic that nowadays real capitalism is considered crazy and un-American.
