What would cause this individual to do this?

Kid had too much time on his hands, like so many others these days. Parents need to quit providing for their every need and let them learn what it’s like to work for a few things. I know we are responsible to provide most of their needs but if they’re bored enough to go around committing arson and vandalizing property, put them to work.
I would have feared what my dad would do to me for something like this. Forget the cops, he would have taken care of me himself.

How about lack of proper upbringing, not knowing right from wrong, smoking dope. You pick one and they all might be accurate.

I wonder if he would have gotten 17 years if the bridge wasn’t famous.

Not certain but arson as we all know is a very serious crime that requires harsh penalties.
