    “The public has 30-60 days to comment on the proposals before the government finalizes them.” What good will that do? The government hasn’t been paying attention to public comments on this monstrosity up to this point; why would they start paying attention now?

    My comment is that there is almost no actual information in the article. Some people like it and some don’t? Seriously? What are the actual rules for pre-existing conditions? I guess I will have to look elsewhere for details.

      It is like a kid’s game. They will make it up as they go along, fining you the whole time, using the IRS as their strong-arm tactics base. So, this will close about 8 – 10 health insurers. That will eliminate tons of jobs.

        Well, Kids Game, if the companies were run by CEO’s with good intentions then they would find a way around closing….but can we both agree that it is better and easier for the CEO of these companies to just close down to save face and run off with hundreds of millions of dollars rather than lay off a few people and turn the company around. That seems impossible to me since 8 years of the “BUSH” administration have let these companies run themselves and the American people into the ground. If not for Obama and his Patient Protection and Affordable Care Act that he sign in 2010, I would either have to pay half of my salary to a private insurance company or for $199/mth my wife can have health insurance. Good insurance. Not that $200 a month but “oh wait” your deductible is $5000 crap. Her deductible is $1500. What Obama has done for us is put an additional $5000 in our pockets to raise our kids with, save money for their college, etc…. I am not a “die hard” Democrat nor do I make over $250,000 a year. I ask myself what would Jesus do in our times. He gave the shirt off his back to someone in need and all Obama is asking is for people making more that $250,000 to give a little more. I’m sorry but if you are a company and you have over 50 employees you would only go bankrupt from supplying a health care option to your employees, if you were greedy and would rather lay people off or close down because you didn’t want to change your way of life. Please comment.

            Libby, I don’t mind paying for someone else’s kids to go to school (as long as they are in my country legally) because they are our future; I would rather pay for an unwanted baby than pay for an abortion since I am pro-life; perhaps you should get out and enjoy one of your local parks since your tax dollars have already paid for them and continue to pay for their maintenance?           Do not blame Bush or you would not have Medicare Prescription Coverage and that has been financially beneficial to seniors.

          Again, the RICH should pay for those who lay on a couch all day and watch Andy Griffith shows. WHY? If you are able bodied and not mentally deficient, GET A JOB LIKE THE REST OF US.

          Owners of companies are NOT greedy because they want a profit. They typically risk their entire ASSETS to start and maintain their small businesses. NO one considers that when they take home a small profit.
          As well, many NEVER succeed or make a profit.

          Why should they be FORCED to provide health insurance?

          For me, I am going to pay the penalty each year instead of premiums. When I get sick or get cancer, I will walk my butt into a hospital and tell them Obama says you have to treat me FREE!

            Hey AZ, I am a fan of yours for life. I would add that keeping the failure to launch kids on the parents policy to age 26 will not spur them on to get a job and out on their own. Hey, three squares a day, free laundry, room and they can sit on their butts and download apps on their smart phone or tablet and all is good.

            They should be forced to pay for employee health insurance because if they don’t then you & I pay for it via increased hospital costs (to make up for lost income).

            Owners who shift the cost of health care to the general public may not be greddy, but certainly are irresponsible.

A new story is out that a charge of $63 per head to every individual and group policy will be assessed to cover the cost of individuals who have pre-existing conditions. Isn’t that wonderful? The Affordable Care Act in action. This is supposed to raise about $25 Billion over three years from individuals and companies with group plans. Is it any wonder that companies are considering dropping their coverage entirely and paying the tax. Every week is a new revelation of how we are getting hosed.

            Calm down, Agent. It’s $63 per year or $5.25 per month and is only temporary. It begins in 2014 and continues to decline until it is phased out entirely in 2017.

          I agree. Jesus would have insisted on free health care for all. However, from what we know, Jesus spent his adult life wandering from place to place giving very inspiratoinal speeches. While I am a great admirer of his words and deeds, the fact is he did not create revenue. It is the people that do create wealth who have the money to pay the taxes which go in to actually building the hospital, buying the MRI machine, paying for the medications, hiring the nurses and doctors, and on and on.
          I am reminded of another well-know individual who wanders from place to place giving speeches, albeit the wandering is done in a nicely equipped 747 – no sandals being worn out by this individual. The man in question also has never created a dollar’s worth of wealth. He, too, expects others to fund the actual brick and mortar work, not to mention a large number of new employees to oversee the redistribution of wealth (and that nice airplane.)
          Look J. Mamma, we may all wish we could provide for ALL of the needs of those who have less. We cannot. But the truth is, this nation is very generous, and it is the wealth of capitalism that has permited that level of generosity. While I would not want to be needy in the U.S., I would certainly not want to be in need in Haiti.

            I do not mind paying my part for medicaid treatment for those in need and can’t provide for themselves. I do mind paying for those that sit on their butts all day watching TV and waiting on their government check. The government is making those people lazy. There is no incentive for them to do anything in life because the unemployment benefits exceed what they can earn in the work force. We have got to cut down on those benefits to make people get back to work.
            ALSO I agree with those of you that say we should not be forced to pay for abortions. That is not a sickness or an accident. They should be forced to have the child and then let it be adopted. I get sick thinking of all the aborted children that would have been wonderful leaders in our community. It’s very sad to think those aborted children have NO representation. TO think that they only think about the “health of the woman” is ridiculous. Both of them should be forced to pay for the healthcare of the child while in the mothers stomach. This “convenience” thing has got to stop. It’s ruining our country as are the liberal Democrats.

          I wonder exactly what our deductibles will be when all is said and done and in place? Mine right now is $7000. 5K with an additional 2K in co-insurnace. And I wonder exactly what subsidised plan I’ll be on now since my boss has informed me that my Humana plan, which is coming up for renewal this year in October will be since I had breast cancer last year, will probaly go up by 50%. Less money less coveage? Is that how it’s going to play out? I’ll bet it that this is exactly how it’s going to play out. You’ll get what you can pay for. All of us that are being FORCED on these plans should include EVERYONE who lives in the USA and that includes all the goverment employees who are expempt. WE pay for their insurnace it’s not the other way around. They all make me sick no matter what side of the isle they’re on.

      The old adage: “if it’s not broken, why fix it” does not apply here. It’s broken. It needs to be fixed. I have medical insurance through work for which I also contribute $150 a month. However, if I was laid off, I could not afford the full premium.

        Center, this law is the biggest job killer ever passed into law. You had better hope you don’t get laid off and have to fend for yourself or that your employer doesn’t drop the Group Health plan because of affordability/compliance issues. This is happening all over the country as more and more businesses have seen the handwriting on the wall and are making other plans in order to stay in business.

        Of course, the federal government has bankrupted Social Security, Medicare and Medicaid. Why not just destroy the remainder of the system?

        Please keep a few things in mind:
        1. Employer-provided insurance was brought about by the leftists and democrat party controlling income and wages, back in the 30’s. Since wages were frozen, employers had to find a way to sweeten the pot to gain employees in a competitive market.

        2. Many state governments, in a sickening effort to buy votes and buyoff constituencies, then larded up coverage requirements (mandating specific co-pay scales, mandating all pay into pregnancy coverage, mandating chiropractic, etc.), politicizing medicine. This has added to the skyrocketing costs which have come about the past 20 years.

        3. Medicare and Medicaid have been paid for by private insurance for decades, as the greedy politicians trying to buy votes, attempted to make themselves look like Santa Claus. The feds kept cutting reimbursement rates, and the hospitals simply jacked up rates for the rest of us. That is what is known as a stealth tax. Essentially, it has been a big lie for generations now. The politicians have lied and lied, and those of us working to pay for benefits have been the suckers (as are the 53% of us who pay income taxes). As things go, the reason this is all coming to a head and Obamacare was pushed so hard by the leftists is to keep the big lie going. Essentially, the realized they had run out of other people’s money to scam, at least indirectly.

        Indeed the US medical system is a mess. However, the primary reason it is a mess has to do with leftist liars who have been trying to pretend there is such a thing as a free lunch. Oh, and the illiterate fools who vote for them.

        Anyone who believes more federal government is the answer for a problem created by leftist big government to begin with, either has a screw loose, lacks basic economics education, or is simply a person with their hand out, with no regard to those paying for th ehandouts (read: greedy).

        Obamacare cuts so deeply into Medicare Advantage that half of seniors now covered will lose their coverage (Do you have elderly parents, Steve?). Additionally, it makes health care access more costly and difficult by cutting Medicare and taxing drug companies and medical device makers.

        *Families
        Obamacare designates $125 million a year for school health centers which could deny parents knowledge about the care their children receive. (How’s THAT for a freedom that is lost, Steve?) The health law even includes a program targeting teen pregnancy that neglects to incorporate a requirement to reduce abortions.
        (Are you a parent of a daughter, Steve?)

        *Doctors
        Obamacare adds 18 million people to Medicaid, which on average reimburses doctors only 56 percent of the market rate for medical procedures. With more regulation and less reimbursement under Obamacare, 66 percent of doctors are considering no longer accepting patients covered by government health programs.

        *Uninsured Americans
        Obamacare will either enroll more people in Medicaid or in a health plan the government chooses, but millions will still remain uninsured and dependent on overcrowded emergency rooms for routine care.

        *Businesses
        Obamacare burdens businesses with $52 billion in new taxes by mandating they provide health insurance for their employees and imposing other new regulations. These new direct and indirect costs will inhibit business growth and success.

        *America’s future
        Obamacare imposes half a trillion dollars in new taxes, many of which will hit the middle class, and adds $500 billion to the deficit over the next 10 years and $1.5 trillion in the decade following—a burden for the next generation of taxpayers.

          Starting Jan. 1, Florida will start paying Medicaid primary care doctors at new, higher rates required by the federal Affordable Care Act, a state spokeswoman said Tuesday.

          *Uninsured Americans
          That number includes illegal aliens. Are you saying you would like to provide them coverage, as well? “Researchers have found that immigrants tend to use the health care system less than legal residents. Illegal immigrants, in particular, tend to avoid using the health care system until they have to, favoring home remedies first or making cash payments to providers when they need care.” Besides, legal uninsured Americans using the ER should be easy to track down come tax time.

      I agree Lou. All one has to do is look at all the businesses all across the country who are laying off people, dropping their Group Health benefits to throw the employees into the exchanges. They didn’t want to do this, but Obamacare forced them to. It is an affordability and compliance issue. Gee, I wonder why Congress and the administration didn’t make themselves available to go into Obamacare for their coverage. I wonder why 2,000+ businesses and unions got a waiver from it. Planet & Libby continue to trumpet the merits of this bill, but something is rotten in Denmark and this law stinks to high heaven.

            Quinn want to hold a special election in March at a cost to tax payors of $5M+. He could hold off till April when the local muni elections are held and save the tax payor millions. I hope JR loses his pension. I wish there was some way to jam the bill down JR’s throat or at least the knuckle heads that voted for him. Maybe put an assessment down to them morons??? They voted him in knowing full well he was off his rocker, not at work for at least 6 months and under 2 federal criminal investigations. He had enough money to buy the senate seat.             CT, The news reported that the President is inviting Romney to lunch at the White House to get ideas on how to create jobs since he has no clue how to do it himself. This is after he villified Romney during the campaign as a big job killer and shipper of jobs offshore etc. Perhaps he will nominate Romney as his new Secretary of Business and create yet another bureaucracy. What happened to the Secretary of Commerce? Oh, that’s right, they still need to be there as well so they can spend our money doing nothing to help business. We need to expand EPA so they can shut down some more mines and penalize energy some more.

      Some facts:

      the Census’s CPS ASEC report shows that the number of uninsured Americans is 32 million. It also shows that almost half of these 32 million make more money than most Americans. And Gallup shows that nearly 20 million of these 32 million say they are already happy with their health care. That leaves something on the order of 12 million Americans who are uninsured and unhappy with their health care — less than 5 percent of the citizenry.

      The easiest way to help these less-than-5 percent of Americans is to fix the unfairness in the federal tax code, which forces most people who don’t get health insurance through their employer to try to buy it with post-tax dollars, while the vast majority of Americans buy it with pre-tax dollars (usually through their employer).

      How many of those 30,000,000 Americans have worked all of their adult lives and have EARNED it? Sorry, but I don’t feel that it is my obligation to pay for someone’s birth control, among other things. I realize that there are certain medical necessities that all are entitled to, but when it comes down to having to pay for birth control, abortions, etc., it shouldn’t be mandatory that we citizens have to pay for it. Whatever happened to separation of Church/government?!

          Libby, I hope this analogy helps you understand the problem with the birth control exemption. Imagine that you ordered a white wedding dress and they delivered a black one instead. When you complain the company says, “Well we’re not going to give you a white dress. Instead, we just won’t charge you for the black dye we put on the dress. You still have to pay for the dress, by the way.”

          Personally, it’s not a big issue for me but when the so called “exemption” was announced it was glaringly obvious to me that it didn’t address the church’s real problem, which was that plans excluding birth control would no longer be available. Whether you agree or disagree with the church’s position, I find it frightening how many people think making the birth control free actually solved the church’s problem. If anything, it probably ticked them off even more–the same way someone would feel in my dress analogy.

            First of all, the birth control is not free. You still have to pay insurance premiums and any co-pay/deductible that applies.

            Second of all, the church is exempt from Obamacare and doesn’t have to follow it.

            Stella, you are wasting your time and breath with Libby. As I understand it, if you are one of the 2,000+ companies and unions who have received a waiver, you are exempt from compliance with Obamacare. If not, your plan must fit the model and you must provide coverage or you drop Group Health and pay the fines they will impose. Many companies have already chosen to drop coverage and pay fines because the coverage and compliance issues are so onerous. The liberal crowd expects companies to just eat the additional cost, but many just can’t do it since their profit margin is so thin already. Employees will just have to go the exchange route and hope they can get something they can afford.

      I’ve been selling Health insurance for 18 years now. As of today I still don’t know if myself or the other 500K insurance agents will be paid for selling Obama care. I have been sitting on pins and needles since this piece of legislation was passed. I waited and prayed for a clear answer from the Court, that came and went. Hoped for some change in our current POTUS, that did not happen. SO here I sit waiting to see if myself and my 43 Employees will be on Unemployment!

    Approximately 1,400,000 Iraq and Afghanisan veterans are claiming disabilities (NY Times) with a quarter of those claiming PTSD. If anything makes war obsolete it will be the medical care cost of the military. Taking that one step farther in expanding mental health care, substance abuse and rehabilitation coverage under the Affordable Health Care Act, to the civilian population, living will soon be unaffordable and obsolete. Hard work and doing the right thing will get you a home, car, and 2.5 children. But times have changed and that is no longer the norm. It is a social issue we are all responsible to address as Americans. Unfortunately, that sometimes means we have to give a hand up to someone to help them overcome. Trickle up Poverty is the result of pillaging the business community with higher taxes, forcing them to accept an unaffordable healthcare bill with all the taxes built into it and forcing them to lay off good employees or go out of business. Did the Wall Street Bankers and the Warren Buffets of the world have a role in the country’s demise? Sure, and they are only a fraction of the business community. The greater blame should go to our politicians on both sides of the aisle who have taken the special interest money and pass laws that are so damaging to us, the business community. The taxes being talked about by our “leaders” directly affect you and I and millions of others. The so called Middle Class will shortly be in the poverty class.         It’s my understanding that undocumented workers are a net positive when it comes to the social welfare system. They pay taxes (sales, payroll, SS, Medicare, etc.) and because they are undocumented, they never receive retirement benefits (e.g. SS & Medicare) because they can’t, they’re undocumented.

        Alspo, as we’ve seen in states like Alabama (and others) which have enacted tougher immigration enforcement laws, farmers are unable to harvest their crops due to a lack of migrant farm workers.

        If we want to stimulate our economy and help grow our way out of this recession, we should stop demonizing those workers who are some of the hardest working people in our country. They engage in some of the most difficult and back breaking jobs, not to mention the low wages they receive and, in some cases the deplorable and often dangerous working conditions that they must endure in order to feed their families.

        Scapegoating is easy. Crafting solutions is hard.

Rarely to I see them sitting at home with “their hand out.” They are the maids, and the laborers, the lawn guys, the manure spreaders, and the dishwashers.             Libby, you are missing my point. A lot of employers hire people illegally. And as soon as they file a Work Comp claim, said employee is fired, never having paid a dime into the system. Who do you think pays the bill when the now unemployed illegal goes to the hospital? The companies are not stuck with the losses, the tax payers are.

            And I’m not talking about people here legally, that’s a moot point to what I am speaking of. There are a lot of people working all over the country for cash. And the companies NEVER get punished. INS does a raid, sends the illegal immigrants back to their respective countries and the company hires the next batch of illegals.

            Don’t know what state you’re from (Nebraska, I assume?) But even illegal aliens are entitled to WC benefits if they are hurt on the job. The employer ends up paying the ultimate price in premiums and increased experience mod. And because they are illegal, they can not return to work legally, so continue to be eligible for WC disability benefits as long as they are disabled. It is a Catch-22, but it’s the employer that bears the burden, not the taxpayers.

            FFA, From the farm owners I know, they don’t hire labor to spread manure manually. All of this is done by equipment now. Most labor is with picking the crops such as fruits and vegetables that would be damaged using equipment. Libby obviously used the wrong example once again. From your experience in your youth, it is obvious you learned the work ethic, something the current crop of youth do not experience. They are mostly couch potatos whose hardest work is to download an app or text friends on their smart phones. I, too learned the work ethic getting up at 3:00 in the morning to throw my paper route at age 13 and always had a job of some kind since my family didn’t have 2 nickels to rub together.

          Illegal aliens get a lot more free benefits than one would think and the items mentioned above are not complete. I’m all for helping people, however, at what cost?? Illegal Aliens (most, but not all) get a lot of benefits that we as taxpayers give them. Why should my tax dollars go to pay any benefits for children of Illegal Aliens that are getting such benefits simply because their kids are born in the USA? What a nice free ride that is!! I’m sure that if I go to Mexico, Central or South America, they will do the same for me? NOT!!!!!!!!

      That’s not what the right to life means in the Declaration. It means nobody has the moral authority to take your life from you. Healthcare isn’t an unalienable right, it’s a service performed by another human being. A service can’t be an unalienable right because that would require violating the liberty of the person providing the service.

      I’m not saying doctors shouldn’t treat people, I’m just saying you’re interpretation of the Declaration is wrong.

I was one of them in 2008 when Mr. Bush was in office. I was out of work for 9 months and took a job paying 2/3 what I was making before. I see clients that have downsized or gone out of business, too. I know what is going on. I just don’t agree that it was caused entirely by Progressive Democrats. That is where we disagree. Again, there are plenty of people to “blame” for this mess.

            Libby, the inference was clear to me. You could have just said that you were laid off in 2008, but you just had to interject that Bush was in office. Conservatives weren’t responsible for you getting laid off either. They are in the business of creating jobs by lowering taxes and burdensome regulations that help employers hire and maintain their work force. You are going to see company after company laying off employees in the coming months. We are not creating tax payers, just tax takers in this current environment.

    People said the same thing about social security and medicare when they were introduced, too. And people were screaming when there was talk of ending either program???? You are kidding right?
    We all know these programs are going bankrupt as they have not really been funded properly. The government does a bad job handling our money and running programs. They will do a poor job on this too. I agree something needed to be done, but most polls still show more than half of us don’t think this was the right course of action. We are however stuck with it. We just need to find ways to minimize its impact. Having spent a lot of time in foreign countries I would suggest most of them could learn from us what is civilized. I don’t want to turn into France or Greece but that is where we are being taken by the current administration.

      We are not France or Greece by any stretch of the imagination. And yes, this will certainly need to be tweaked. But I don’t believe in throwing the baby out with the bathwater. It’s taken too long to finally get something through Congress and we need to make the best of it.

      And SSD and Medicare are in financial disarray, but I bet you’ll be in line to get yours when the time comes. I know I will.

        I am not talking about building walls, I am talking about sticking to the founding principles that are the reason for the US becoming #1. There was no insatiable need to be first, it happened quicker than any time in history because of the principles of limited government and liberty. As for why Rome fell:
        The Fall of the Empire was a gradual process. The Romans did not wake up one day to find their Empire gone!

        By AD369 the Empire was beginning to crumble for the following reasons:

        The Government was running out of money.

        The people had to pay very high taxes – up to a third of their money.

        The rich were given grants of money and land which made them richer while the poor got poorer.

        There was not enough money to pay for the army.

        Barbarians from Germany called vandals were conquering parts of the Empire and there were not enough soldiers to fight back.

        Although the outer edges of the Empire were well defended, there was no defence with in the Empire. This meant that once barbarians had broken through there was nothing to stop them marching to Rome.

        The Roman network of roads allowed invaders an easy route to Rome.

        No one had decided on a good way to choose an Emperor,. This meant that any general could march into Rome, kill the Emperor and make himself the next Emperor. In 73 years there were 23 Emperors and 20 of them were murdered.

          I agree with you Dave. There is a very old, but wise saying that goes: Those who don’t learn from history are doomed to repeat it. There are a lot of parallels with what happened to Rome and what is going on with this country. Nero fiddled while Rome burned. Our leaders are fiddling while this country is sliding into an abyss of failure. People from all over the world have immigrated to this country (legally)because this country was a shining beacon of freedom and opportunity to better themselves. They didn’t like dictators or repressive governments taxing them to death and controlling every aspect of their lives. Our founding fathers were wise to set up a limited government with checks and balances. In the past 40 years of both Democratic and Republican administrations and Congresses, our freedoms have been gradually stripped away and now look what we have. If this trend is not reversed soon, we will not recognize this country in a few short years. My guess is we will look more like Venezuela than the USA.

          FFA, I heard an interview on the radio with one of the Hamas leaders in Gaza this morning. He said they are re-arming for the next fight with Israel. Their goal is to kill every Jew in Israel. No amount of talking to them will ever change their mind. This has only been going on for several thousand years. God promised the Holy Land to the Children of Israel and directed Joshua to go in and kill all of them and being a human being, he couldn’t follow instructions, let them live, intermarried with them and look at the mess we have had ever since.             Actually FFA, Moses was not allowed to enter the promised land and died so his chief lieutenant Joshua led the way. Joshua did a lot of good work for a long time, but he was disobedient on this order and now we have Palestinians and Jews, both of which can’t stand the other. The history of the Children of Israel is full of examples of when they were disobedient or worshipped false Gods and they were punished, carried off in slavery, slaughtered like in WW11 etc. They finally made their way back and now they are determined to stay. If I were an Arab country, I wouldn’t want to mess with them. They have kicked butt everytime they have been attacked. I just hope we don’t hang them out to dry if they get into it again.

      Water Bug, the UK has a very civilized way of naming their program called “Pathway to Death”. They just make the seniors comfortable if they have a serious illness and make no attempt to treat.         And go figure, had a restaurant called me today to tell me they closed their doors. Another account lost due to the current economic situation. 6 more people out of work. So, I guess I am a little miffed right now. Throw all the bickering into the mix. No solution being offered to the economic issues hitting my home town hard.

        On the news this morning, Cost estimates at $5M to hold a special election to replace JR. I say screw them people that voted for him. Stick them with who they voted for – a looney criminal. Or stick them with the $5M bill.

        On the upside, my daughter is now full time at one place. A little taste of spending cash and suddenly, she is hungry for more. Perhaps she will move out some day. hmmm. Its only been two weeks, but…….

            Cant really know what we have for a back up qb. There was no O Line for him the one game he played. Hard to complete passes while laying flat on your back with a 200lb+ line man on top of you. Reminds me of the Kordell Stweart experiment – Run Kordell Run! was the battle cry that year.

            I was chatting with one of my former contractors that is out of business. He stated the Summit killed him. The high rises put off the maintenance he was performing because they had to hire Armed Security Guards. Did not have the money for both. So, Rahm likes to kill jobs to stuff his ego even fuller. I have heard reports he want to be Govenor. Can you imagine if he took his policies to Springfield? Especially the 50% spike in the murder rate since he took over? May as well just make all of Il a jail. Wont even need to ship out the politicians – they would be right at home.

            I’m glad you didn’t mention the lowly Cowboys. Washington is an average team and they made the boys look really bad. Washington has better players and better coaches and other than that, it is a pretty equal match. I agree the Texans look good right now. They propbably would have went farther last year, but got all their quarterbacks hurt. Hard to win with practice squad players.

        My biggest fear – the unknowns.

        Is my Chiro Bill going to be covered? I dont know. But if I dont buy health insurance, I am going to be taxxed – that I do know.

        Yeah, I think government employees have always had a better deal than most of us. I have a couple friends who are employed by the government and they RAVE about their medical benefits, and benefits in general. What they lack in salary they make up for in benes. They aren’t even elitists or part of Congress. If you have some time, here are some details about their medical plans:

        Q: What type of health insurance do members of Congress receive? Is it a single-payer, government-run system?

        A: Members of Congress are covered by private insurance under the same system that covers all federal workers.

        FULL ANSWER
        Members of Congress have good health insurance by any standard, but it’s not free and not reserved only for them – and it’s not government insurance. House and Senate members are allowed to purchase private health insurance offered through the Federal Employees Health Benefits Program, which covers more than 8 million other federal employees, retirees and their families.

        It’s not a “single-payer” system where the government acts as the one and only health insurance company. As President Bush’s chief of personnel Kay Coles James said in 2003, while lecturing at the conservative Heritage Foundation, “the FEHB program is not centralized, government-run health care.” It has drawn praise both from conservatives and liberals, including President Obama, who held it up as a model for his own health care proposals.

        According to the Congressional Research Service, the FEHBP offers about 300 different private health care plans, including five government-wide, fee-for-service plans and many regional health maintenance organization (HMO) plans, plus high-deductible, tax-advantaged plans. All plans cover hospital, surgical and physician services, and mental health services, prescription drugs and “catastrophic” coverage against very large medical expenses. There are no waiting periods for coverage when new employees are hired, and there are no exclusions for preexisting conditions. The FEHBP negotiates contracts annually with all insurance companies who wish to participate. There is plenty of competition for the business; FEHBP is the largest employer-sponsored health plan in the U.S.

        Those who don’t like their coverage may switch to another plan during a yearly “open season” period. To help with the choices, FEHBP conducts an annual “satisfaction survey” of each plan with more than 500 members and publishes the results.

        Like other large employers, the government pays a large share of the cost of coverage. On average, the government pays 72 percent of the premiums for its workers, up to a maximum of 75 percent depending on the policy chosen. For example, the popular Blue Cross and Blue Shield standard fee-for-service family plan carries a total premium of $1,327.80 per month, of which the beneficiary pays $430.04. Washington, D.C.-based employees who prefer an HMO option might choose the Kaiser standard family plan. It carries a total premium of $825.15 per month, of which the employee pays only $206.29.

        In addition, members of Congress also qualify for some medical benefits that ordinary federal workers do not. They (but not their families) are eligible to receive limited medical services from the Office of the Attending Physician of the U.S. Capitol, after payment of an annual fee ($491 in 2007). But services don’t include surgery, dental care or eyeglasses, and any prescriptions must be filled at the member’s expense.

        House and Senate members (but not their families) also are eligible to receive care at military hospitals. For outpatient care, there is no charge at the Washington, D.C., area hospitals (Walter Reed Army Medical Center and National Naval Medical Center). Inpatient care is billed at rates set by the Department of Defense.
        Update, Aug. 6, 2012: This item was updated to reflect the employee share of the monthly insurance premiums for 2012.

        So, I guess the type of medical benefits the government workers receive are up to the carriers of the FEHBP. Much like the type of benefits you will receive under the PPACA are up to the carrier you purchase your plan from. In that regard, I guess they are similar. And, yes Agent, I do see the part above describing members of Congress having an added benefit. Though, given what is described above, it doesn’t seem that outrageous to me. Bottom line, you want to have a plan like them, get elected, become a government worker, or find a carrier who offers a similar plan. Many ways you can compete on that one.

        As I’ve stated before, my plan became stronger this year, same deductible as last, added benefits, same premium rate. My plan improved and doesn’t cost a dime more.

      FFA, You and I both have experience with women working in the office and know they are competitive and critical of one another. This Libby/CT battle is one of strong opinions and it degenerates into name calling when one makes a snarky comment. It quickly goes down from there.           FFA, There is a lot flying around on the news about the so called compromise, most of which is bad news for the Middle Class. They are going to strike a deal increasing taxes with little, if any entitlement cuts or government operation cuts. The Middle Class will once again get hosed by our elected representatives led by our Messiah. They are talking about a $2,000+ increase in taxes for the typical family. Isn’t this a wonderful government we have now? Stick us with Obamacare with all those new taxes and then raise our marginal rates on our income as well. Everything they do drag this country down into the abyss of failure.

            FFA, Hot off the press. Five new taxes that will hit on Jan 1st that should make employers very happy and encourage them to hire more people. 1. Medical Devices Tax – 2.3% of gross sales. I bet they run right out and double their work force. 2. Special Needs Kids Tax – Deduction will be capped at $2,500 when the typical expense for a family is $10-14,000 per year. 3. Obamacare Surtax on investment income – 3.8% 4. Medical Expense Deduction threshold increased from 7.5% of expenses to 10% making it harder to expense big out of pocket expenses. 5. Medicare Payroll Tax hike from 2.9% to 3.8%. All of these will hit as our politicians are deciding to increase our marginal income tax rates. The American people are getting hosed big time. Do you think the spending will get cut? If anything is done, it will be minimal and we will all be suffering from what they are doing to us.

            CT, How can we protect our income and provide jobs to our employees if all this comes down like it appears to be doing? Our fears of how the election would turn out are now being doubled with the advent of 4 more years of the same. We are survivors, but have not faced anything like this before even with the Carter years. He was a nincompoop who was incompetent and we had a bad economy, but it will pale by comparison if the predictions come true. The Godfather said keep your friends close and your enemies closer. We will have to watch all the signs and do the best we can to weather this storm.

The employer will probably just pass it on to the covered employees. After all, we do have to cover all the PreX crowd now, don’t we? Yes, we still have to pay all those new taxes rolling in on 1-1-13. Libby argues that we should just calm down and pay the $5.25 per month charge. When we add up what Obamacare will cost us, I again ask the question of: What is affordable about the Affordable Care Act?

            FFA, Even though we are several states separated, we are generally on the same page with what is going on. We are both Small Businesses and we are getting hosed just like our customers are. I have worked very hard to build my agency as you have yours and yes, the government didn’t help me one bit. All they are good at is taxing and spending our money with huge waste and you wait and see how the marginal rates will increase so they can binge spend next year. They are like gamblers who run out of money and borrow, beg or steal to get some more hoping for a different result. I could really care less if the NHL plays again or not. It is more union trouble and they go through this every few years. If we banned unions for sports, public sector and private sector, the country would be much better off.

            CT, We have one of those Alpha Male cats which is a 25 pounder. We call him our dog cat since he really can put the cat food away and cleans it all the way to the bottom of the dish. He also naps upside down on the floor. You can only imagine what he does in the litter box and we take turns cleaning it up. He also hates the vet and they have to gas him before they can give him his shots. Not a good patient at all.

Our Progressive politicians have just about done the country in and they are champing at the bit to raise our taxes again so they can continue their massive spending ways. I am sure Small Business will just love all of that and will immediatley make plans to hire and expand.

      I have heard a few rumors, but I don’t want him. I don’t think he is that good. Jones hired Bill Parcells some years ago and everyone thought he could return the boys to glory and then found out that the game had passed him by. He tried Wade Phillips who is a good defensive coordinator, but not a head coach. Now, the experiment with Garrett has about run the course since he cannot coach a winning team. There are several good coaches out there. Personally, I would prefer Sean Payton who is a very good coach despite his New Orleans trouble. I am afraid the trouble with this team is in the General Manager/Owners office. He meddles, makes poor decisions on personnel and hires stupid coaches who can’t coach proper techniques, hence they lead the league in every penalty category. I get sick of it and turn on other programming rather than watch ineptitude. Most good college teams are coached better than the average NFL team.

        Bit of trivia – How did Peyton get his start in the NFL?
        He was the Spare Bear QB during the stike season. He went on to coach the Arena Team in Chicago then made the jump to the NFL.

        Can Bill Cowher be coming to town???? You cant have Lovie!

          Actually, Payton got his start in the NFL with the Cowboys as an assistant. Jones was familiar with him, but made other choices and let Payton get away to the Saints. Big mistake, but he has made plenty since the glory days of Aikman, Smith and Ervin. He didn’t draft or sign good players after that and it has been a revolving door with coaches. Now, he has a $100 million stadium and one of the worst teams in the NFL. The natives are restless. I envy Chicago for having Lovie. I think Cowher doesn’t want to coach anymore. Perhaps Jon Gruden might be a better choice.

            Sean was a spare bear in the 87 strike under Da Coach! He was the back up QB.

            Probably right about Cowher. Dungy is probably done coaching too. Gruden? Would he leave the booth? I would not. Get to watch games for a living? Work 16 weeks a year? I want his job. He was not fond of Davis interfeafing. How would he react to Jerry sticking his nose in things? BTW, Aikman is to me one of the best Color men in all of sports.

    I agree about Aikman. When he does the Cowboys game, he is more critical of them than the other team which they deserve. The Cowboys don’t need another retread, they need a real coach who is innovative and not set in their ways. The best coach in football right now might be Kevin Sumlin who came from University of Houston to Texas A & M. Just look what he has done in only one year turning them into a legitimate contender. I don’t think LSU or Florida wants to see them again. The redshirt QB Johnny Football is phenomenal and is being touted for the Heisman already. They should do quite well in the next few years.

    There is a lot wrong with the Cowboys, thats for sure. It has to start at the top. Jerry needs to hire a football guy to run the show and step back. Dont bother me when owners are on the side lines. If I owned a team, I would be on the side lines – in the dug out. I ove sports. Cant get me close enough. Its when they intrude that gets me going.
    Is his last name really Football?

      People have been telling Jones for 15 years to hire a football guy to do drafting, signing of players etc and he is so arrogant he thinks he knows how to judge talent and because he holds the purse strings, he continues to do the same things over and over hoping for a different result. Parcells got a little latitude for selecting players, but couldn’t coach anymore with his three yards and a cloud of dust philosophy. Regarding the A&M quarterback, his last name is Manziel, but his nickname is Johnny Football since he came along so fast and has tore up the SEC this year. If you get a chance to see A&M in a bowl game this year, he is a real treat to watch.

    I’ll keep an eye open. Love watching kids playing for the love of the game no matter the sport. Got a A BAll club up the road. Love them to death – playing for peanuts. Hoping for a shot at that biggs. Had a lot of Major League talent come through there.

      Isn’t it amazing FFA that professional football players are paid millions of dollars and they can’t run 5 plays without a false start, holding call, illegal formation or personal foul of some kind. You can watch any well coached college team and they run play after play, many plays with no huddle and run 70 or 80 yard drives with no penalties. Professional players work out all year, have mini camps, pre-season games and they still don’t know the plays halfway through the season. It is pathetic and the NFL brand is suffering as a result. I only watch the best teams now and if it is a run a way, I quickly lose interest and flip the channel.

        I had no sympathy for either side during the Lock Out. Mills vs Bills.
        They actually snuk into my home town durig the negotiations. My wife saw Jones jet fly in right over our house. When word leaked out they were here, Jones was in the local bar socializing, letting people try on his ring, ect… People stated he is just an average Joe when he was out of the office.
        This NHL thing is very disturbing to me too. At least they keep the Chi Wolves on tv and we got the Ice Hawks not too far from home.

          FFA, Guess what I heard during the noon lunch break. Your great State of Illinois is the proud owner of the most underfunded public pension plan in the USA. It is currently only 45% funded. Do you think there has been some monkey business going on behind the scene administering the plan? I wonder if Obama will bail it out and take it over like the automakers. Wouldn’t surprise me to see him come to the aid of his home state.

    I was just reviewing united behavorial health and they have a clause that denies benefits to any services that involve 1. self harm and 2. related to intoxication – Considering these are often factors in mental health, I’d say this is something to point out….

    It should include covering what insurance companies are trying to not have to pay for saying it’s a pre-existing condition. Someone explain how the insurance companies do not have to pay for blood work because in their eyes is lab work being done for a pre-existing condition. Seriously?

    My partner was laid off from a Palmetto Fl Doctors office 1 day after her FMLA expired. The layoff was retailation for reporting her boss for canceling two separate vacations in a row that were scheduled months in advance. She went on Cobra at $500 per month, but when the Doctor Office was sold to a local hospital, she was informed weeks later she could not continue on Cobra. The insurance company did say she could buy separate coverage for $1000 per month. Might good of them. She could not afford that and let coverage lasp for three month. We were recently married and now this same insurance company is saying every thing prior to our marriage will be pre-existing even though they were the original insurace company. If the Insurance companies had ANY morals there would be no need for theses regulations. I say illiminate them all together.

    It amazes me how per existing conditions will be covered but insurance companies can’t increase rates. How exactly is this going to be paid for? Insurance companies are not non for profit organizations. So far this law is as vague as it was when they passed it. I know for certain my rates will go up! No surprising with this administration.
