For the record: Congress was not in recess. Obama in his infamous practice to do so, circumvented Congress once again. Appointments, executive orders,it’s all the same to Obama. People are diminutive in his imperial mind.
For the record, these are two appointments not being made in recess. But if you really want to talk recess appointments, let’s talk about Bush’s recess appointments, shall we?

FYI- Cordray is already in. He was appointed when Congress was not in recess. Obama has re-nominated him. Now it will be up to Congress to accept or not accept the nomination.
