Good heavens, am I glad Target denied me a card when I applied at the register last year. I understated our income so we would not be inundated with “special offers” and was refused a card. This Target card is just a discount card, correct? So why would a lower income customer be denied a card? They are the ones that would most benefit from a savings on their merchandies!
The credit cards Target offers vary from their store brand card to Visa cards. They are not just ‘discount’cards, although if you purchase anything with their store card you receive a 5% discount.
They also offer a debit card that also gives you 5% savings on each purchase. And if there is a Starbucks in the Target, you can also use their debit there as well.
maybe it was that guy wikkileaks? sorry for the spelling, but that guy from Australia.

Just curious how Brian Krebs got this information before it was released to the public by Target. . .
