    Congressional Research Service produced a report Feb 6 /13 showing Premiums and Claims paid by NFIP. The List was not totaled .
    We totaled the columns 1972 > 2011
    Premiums were $46 Bil. – Claims paid $40.5 Bil = $5.5 Bil surplus 12/30/11.
    The Report then said Deficit in program was %17.5 Bil / June 2012.
    How can that happen in 6 months ?
    I think there are some rats in the woodpile.

      Because they can’t operate on a 12% margin, which is what $5.5B is to $46B. They pay the WYO carriers 30% off the top for administrative services alone.
