As the article states, analysts have been urging private sector healthcare to pay more attention to what they are doing in the way of strengthening their security posture and have witnessed little to no action being taken. The main reason is that healthcare is the most heavily regulated industry and has taken the compliance approach thinking that compliance to a regulation makes them safe from liability and provides necessary security.
Until healthcare decision makers begin to understand the fallacy of that thought and pursue security to achieve compliance instead of the other way around, the FBI can do nothing other than warn them of the vulnerabilities they are facing.
