Of course it has relevance as many of these transgressions came when it was literally “Government Motors.” The govt seems to pick the wrong companies to bail out, whom afterwards have one scandal or another:
GM, AIG, Freddie Mac, Fannie Mae…

This ignition problem started 11 years ago. Hardly during the government ownership. And ownership does not equal oversight. The government was not managing how GM made cars, only it’s finances.
Even if we WERE to blame the government, who was in office 11 years ago?
If a good class action attorney was filing, the punitive damages would be enormous.

He had just as much culpability as Obama. None.
