    An ounce of prevention is worth a pound of cure.

    How much did it cot to rebuild the 1 house in Galveston County Texas after Ike not blown down in a neighborhood where every other home blew down? – Nothing!
    The additional building costs, if I remember, were less than $1,000 up front.
    The savings in local, state, federal relief dollars is there if communities have the courage to act.
