So they committed a crime and/or fraud, but aren’t allowed to produce documents to the public? Sounds like Hilary Clinton’s State Department….

Fix the blame or fix the problem?
What is the problem? Vehicle design? Or failure to correct bad design? People make mistakes. But what does it take to correct the mistakes?
    Are courts representing the public?
Can there be open discussion of what it takes to correct the ignition switch failure? The Takata air bags?
Open discussion? Not likely when the judges are telling the public to sit down and shut up.
