I had a business who had a Group with Blue Cross. This outfit promised the sky and manage their account so they got a Broker of Record letter. After they made a royal mess, the insured said enough was enough and gave us the letter back. We managed to get everything straightened out. These tech boys thought they could serve as a broker with unlicensed people and no contract. What a joke.
