I have seen just as many cases where WC was denied because the person was not at the workplace and not under scope of employment. Where is his Auto Insurance? Did he not have U/M, UIM on his Personal Auto if the other driver fled the scene? This guy sounds like a professional claimant to me if this is his third time in the WC system.
Since this is the guy’s third foray into the system, it just looks like he may be for the benefits from disability. He can milk the system like many do in a number of states.

looks like he was after the disability benefits rather than the meds coverage. perhaps the auto coverage provided that.
