From the article it appears that the police chief is being beat up by something that the city manager should be handling to get coverage placed.
It works differently in Louisiana. There probably isn’t a city manager, and a lot of sheriff and police departments are basically independent. It is the police department’s responsibility to buy coverage for itself in a lot of cases.

The latest allegation was made by a woman that he is reported to have picked up, while she was intoxicated. He then went to a store and bought more vodka, took the woman to his office, where he tied her up and sexually assaulted her. It’s NO wonder that they were dropped by the insurance carrier, and a replacement policy would cost more than Double the cost, of the old policy.
The Mayor and Council should remove his entire budget and have the State Police investigate the allegations of sexual assault, because the Sheriff is his friend. Doc Holliday could handle this problem for the town, just say When.
They need to put him in prison where he belongs, he likes to go around using racial slurs towards a black former officer, now we find out that he likes to take advantage of intoxicated women.
He is accused of sexual assault, maybe he needs to be somewhere that he can be forced to provide oral sex to some inmates, so he will know what it’s like to be the Victim for a change. His new title should be “Jail House Earl, Wife of Tyrone”
