No details are given but dollars to donuts the school district is building to latest codes and with many improvements but they only bought insurance to repair or replace the buildings, as they stood.

Endorsements are necessary to have coverage that will cover building to new codes. Other improvements they wish to make beyond that aren’t generally insurable.

This problem is common among municipalities, who wish to purchase insurance at the lowest possible price, without considering what coverage they are getting.
