    The City of West chose to allow high-density housing and schools to be built near the fertilizer retail outlet. The City of West is fully responsible for these decisions. It is not in the least surprising that the lawyer of the City of West would point out that the defendents (who made the fertilizer, but did not ship it to West) usually try to blame everyone but themselves — he ought to know!
