    If a municipality can tap my insurance policy to swell its coffers to fit blight, the amount available should be no more than I would get to offset the cost of clean-up. And let’s not forget the concept of insurable interest. If the municipality has no insurable interest at the time of loss, then they should not have any access to insurance proceeds.
