This is a huge waste of money. I live about 1,000 ft from railroad tracks in central Fl. I can hear the rumbling of the train long before it arrives, and the horn is loud enough to wake the dead. Anyone “walking” on the tracks that got hit was there to get hit. ( we have also had multiple suicides over the years on the tracks by where I live). A fence is a horrible idea, because it traps anyone walking along the tracks in close proximity to the train when it does arrive. There will always be access to the tracks (from st crossings) and in a lot of places, the tracks offer a less dangerous place to walk. When the tracks start to rumble, you get out of the way. but you can’t if you are fenced in.
Agreed, I live next to tracks for many years, instead make it so if your walking on the tracks, and your stupid azz gets hit. The family can not sue anyone.

There is no way to protect people from stupid.
you can’t fix stupid, even with a fence.
