I wish they’d do something like that here in Arizona, but only for commercial businesses. We have businesses that have lush green lawns all over the exterior of the complex. No employee uses it or even cares. Yes it looks nice, but it gets water way to much. It’s even more frustrating when it’s raining out and the sprinklers start up. Put in a no or low water usuage desert landscape.
Good point on the landscaping. Another measure, and hopefully some of the buildings are doing this, is to use non-potable water for commercial landscape irrigation. Large commercial buildings can produce enough graywater and air conditioner condensate to handle their own irrigation needs.
