We don’t need more regulations, just enforce the laws that are already on the books. If you want to get rid of the underground economy have the CSLB in association with local cities perform unannounced and random job site visits (to both commercial & residential properties). Once contractors, generals, developers and homeowners start getting fined for employing workers off the books, the situation will improve.

If you get your lawn mowed, car washed, eat at a non chain fast food or diner restuarant or need to hire someone as a handyman or day laborer in California, you can expect that the “informal economy” kicks in and you pay about 1/3rd to 1/2 less for that labor relative to other states for many services.
I recently moved from California after a long stint there and was surprised at how much things like a car wash cost out of Cali-about $20 vs $8 in Cali for instance. And its largely due to illegal aliens who are willing to work for much less than citizens or legal aliens.
What is REALLY sad is that the pols who talk about “sanctuary cities” and who want to “help” the ilegals who come here are really in the employ of big business who get rich off them and big labor who after being exploited by big business, “save” them by trying to get them a “living wage”-which sounds nice, but is really a way that big labor and big business conspire for their own reasons to keep a large supply of cheap labor around with little or no chance of real upward mobility.
And I’m not a lib, but rather a conservative who is sickened by how the American Dream ahs become perverted over time.
