The regional sales managers have the power to appoint new agencies. First you have to identify them and then get in their good graces. Put together a knock out business plan. Present it to them. See what happens.
If all else fails then you can always use an aggregator.

We download and enter it into our file management system - which is separate from our CRM. Although the CRM has upload capability too.
I'm not sure it is necessary - CRMs also can automatically download the policy, changes, rates, etc. It does most of the heavy lifting for you.
